How good is your memory about Iraq war funding?

Secretery Gates in today’s news asked 190 billion in additional war moneys in particular (from the AP story):

In remarks prepared for a Senate hearing, Gates says the extra money is necessary to buy vehicles that can protect troops against roadside bombs, refurbish equipment worn down by combat and consolidate U.S. bases in Iraq. A copy of the remarks was obtained by The Associated Press.

Now I have really been following this, and the last round of money that went was supposed to pay for these vehicles. In fact, it was a major deal in the bargain. And, supposedly, the vehicles were paid for, but the story went that it was hard for the manufacturer to produce them fast enough…

So, perhaps someone has been following this even more closely than I. Were these vehicles actually ever ordered, did a manufacturer actually start making them, and how many got to Iraq after the last round of funding?
